Legislation to Help Community Organizations Clears House, Says Helm

Legislation aimed at assisting volunteer groups and community organizations cleared the state House today, said Rep. Sue Helm (R-Susquehanna Township).  House Bill 169, which was bottled up in the House Appropriations Committee, provides additional fund-raising opportunities to fire companies, veterans organizations and local clubs. 

“This legislation gives VFWs, American Legions, fire departments and ambulance organizations the opportunity to raise money for operations and to give back to the community,” Helm said.  “I am pleased legislative leaders finally brought this bill to a final vote to help those who do so much for our neighborhoods.” 

This legislation would update the 1988 Local Option Small Games of Chance Act.  Under this proposal, limits for prize payouts would be increased from $500 to $1,000 for daily drawings, from $5,000 to $25,000 for weekly drawings and from $500 to $1,000 for raffles.  This legislation would also permit progressive games with a maximum cash value of $5,000.  Groups that perform emergency services would be permitted to conduct one drawing per year with a maximum award of $50,000 for the purpose of raising funds to purchase equipment. In addition, this bill would allow these organizations to use a portion of the money raised for capital expenses such as building projects. 

“Throughout the year, local organizations use small games of chance to raise money for capital improvements, community projects, educational scholarships and numerous neighborhood initiatives for the benefit of residents in the local area,” Helm said.  “Local clubs give back to our neighborhoods in tremendous ways and we must ensure they remain financially solvent to continue their outreach efforts.” 

This bill now heads to the Senate for consideration.
